If you want to just own/manage then business
If you want to do a lot of the work, then electronics engineering, because you have to learn about all the small parts of hard drives to be able to take them apart.

You just need to be willing to learn I have a friend who is the manager of a major data recovery office and he said the owner offered him the opportunity to learn and just a high school diploma.
If you want to be a lab tech there isn’t a “school” per se. Most of the stuff you learn will be hands on from someone who has the knowledge, like an apprenticeship. It helps if you have a background in electronics or electrical engineering. But if you have steady hands and are good with a soldering iron it’s a good field to go into.
